They want everyone to be equal by making people that are good looking wear bags over their heads to cover their face,making people that are strong weak by making them carry around weights,and lastly by making smart people wear a transmitter in their ears that rings every 20 seconds so that they cant think more then anyone else.

Because George had a transmitter in his ear and because he was strong so they put weights on him.

I would describe the government as harsh because at the end of the story when they killed Harrison it was because she was humiliated.
